Attorney D. Ruth Primm is an experienced lawyer, legal counsellor, litigator, and advocate for her clients. Admitted to the State Bar of Georgia in 1982, she has worked closely counselling and protecting clients for over 39 years.
Ms. Primm is an active trial attorney who has handled hundreds of civil litigation matters, including jury trials, bench trials, appeals, and difficult negotiations. Ms. Primm has handled cases in courts from the county and city court level, through the Georgia state appellate and federal courts.
Ms. Primm is also licensed to practice in the State of Tennessee. Ms. Primm has an extensive background representing creditors in bankruptcy proceedings. She has prosecuted bankruptcy fraud cases for lending institutions including banks, mortgage companies and credit card companies. She has served as a member of the Creditors’ Rights Committee of the State Bar of Georgia. She has extensive experience in handling foreclosures and the resulting litigation.
Ms. Primm frequently lectures and publishes articles in the area of Landlord-Tenant law for both commercial and residential real estate. She frequently files dispossessory proceedings for landlords. She also represents both buyers and sellers in real estate transactions and in disputes.
In the area of probate and estate planning, Ms. Primm drafts wills, trusts, guardianships, end of life planning documents, and handles probate proceedings.

Ms. Primm has been a resident of DeKalb County for over 38 years. She served multiple offices in children’s Parent-Teacher Organizations. For ten years, she was a representative at the county level on the DeKalb Council of PTAs. She has served on the Board of Directors of two daycare centers and in interested in legal issues affecting child welfare. She is active in her local church and teaches adult Bible studies.
Ms. Primm is a nine-gallon blood donor with the American Red Cross. Ms. Primm is licensed by the Federal Communications Commission as an Amateur Radio (Ham Radio) Operator with the call sign KJ4SUL. She enjoys practicing her skills by providing communication for events such as the Georgia Marathon and other running and bicycling events. Family Ms. Primm was born in Nashville, Tennessee. She has been married to James Penland for 30 years and the mother of an adult daughter and an adult son.
